Is it intended for the [Callous Glow Ring] to be applying +2 Radiant Damage to absolutely every single source of damage in the game?

Here's a simple example where the main character is using Psionic Overload, but every single 1d4 tick also does +2 Radiant Damage to her, including Shadowheart who is linked via Warding Bond. And the insane thing is even if the main character is attacked by an NPC, Shadowheart still receives +2 Radiant Damage while she's linked. What's going on with this ring, why is it applying to absolutely all kinds of damage sources?
I mean, the description literally doesn't state any specific damage source. It just says the wearer deals +2 radiant damage.
You might subconsiously add in the qualifier of "With attacks" but no, the wearer just does +2 radiant damage. So all sources of damage they deal... Have +2 radiant damage.
Including Warding Bond (Which due to the way it works, it counts as the damage being reflected to the caster as coming from the recipient)
