Chances are, if they ever did, they'd just make him the BDSM romance, given that Gortash is the chosen of Bane and domination is his forte, so to speak.
At which point, you might as well play Rogue Trader and Romance Marazhai, atleast you'll know what your getting into.

Pssst, don't give the horny fan crowd ideas. They already want to screw the creepy drider, is it really that far fetched, that the undead and depressed general and his really creepy necromancer sidekick are next?

As on a more serious note: I agree on one thing: Gortash could have used a bit more depth in the game. I mean, you have basically one bigger interaction with him, another one, if you do side with him and both are missable. If you decide not to go to the coronation and deal with the Steel Watcher factory, I think you don't even have a full conversation with him, he just gets hostile.
He and Durge are the masterminds behind the whole plot, so maybe explain it a bit more, give him some room to grow as a character. I mean, they had Jason Isaacs to voice him, make use of that. He feels pretty sidelined as it is now, which is probably, because the upper city part was scratched. And it hurts his character. Yes, it is clear, that he holds the threads in his hand and is organising everything, but he still is quite forgettable as a villain compared to Raphael and Auntie Ethel. And Ethel isn't even connected to the main plot, but I remembered her, with the three chosen - I couldn't even remember Gortashs and Orins name after the first playthrough. Ketheric was pretty well done in comparison and he was better build up.
But I really, really don't want another romance - like Thunderbolt said, it could all go the Halsin way and a romance does not automatically give depth to a character. Though I don't know how Gortash possibly could become a worse person, than he already is, being a slaver, armsdealer and a Banite.
