If a character has a caster class - it should scale with its primary casting attribute. When you get cantrips from items - they behave like that. High elfs getting int scaling cantrip is uselss for everyone except for wizard. And wizard does not need any more cantrips.

Technically, Eldritch Knights and Arcane Tricksters also can utilize an INT cantrip.

But yeah, would be nice for the thing to scale with your class' casting atribute (Also, same thing for the Tiefling spells which default scale with CHR and Drow's Faerie Fire which I think scales with INT?).
