I would appreciate it if we could get the patch notes days before the patch releases so that we can pass the time. I rarely read patch notes after or say 10 min. before a patch. At most, I skim through them for specific information that interests me, bcs I will play(test) instead... I would read the whole patch notes if they would be available before a patch, but I can't...
