Im having this same issue, and the more recent hotfix patch (19) doesnt fix it...
i tested multiple things...
talked to Halsin, looted all the goblin leader, killed the entire goblin camp, log rested(multiple times, and on different locations), talked to Zevlor, killed Halsin
nothing works, i cant progress on the quest with the refugees
im stuck
