Spoilers for Act 3

So I recently entered the Lower City and I was hoping to get some chill for a few days while decorating my new (and first) home, reorganising my inventory and doing some shopping, like this is the Lady Vengeance from DOS2. There's also a ton of quests in this new area that I haven't touched yet.

But as soon as I enter, I find out some high maintenance chick stole my property and is intent on vandalising it. Meanwhile, some dude thinks he's Nemo and I gotta go find him on a submarine too.

Logically, I need to go sort all that out straight away, so I can't really enjoy these 5 minutes of peace. But my question is: will I be locked out of content if I do what the story is pushing me to do (instead of putting my feet up for a few days and smoke some copium before the tourist/jellyfish season starts?)

I am not aware of time sensitive quests (by that I mean with actual invisible real time clock), but there are some progression triggers. If the quests you mention are the ones I am thinking off, it will not harm to faff about.

Thanks, great resource.

Yes it seems like these two main quests in Act 3 are not as time-sensitive as they appear to be.

I want to do them NOW for RP reasons, but am a bit concerned that if I do that, other quests will be affected. And I won't get a chance to chill out afterwards.

So if I want to have some time-out, I should ignore the urgency of the main questline and let my 'stolen property' wait a few long rests while I redecorate my new home and meet the neighbours.

The game has clear Point of no Return, so if you wish to do those things and than explore, that's fine as well. Really it is up to you. BG3 has a bit "do what you want" policy.
