I'd prefer "all ON by default" too, because that's how I play the game anyway.
But putting my personal preferences aside, it really wouldn't take that much to add a "master toggle" (as you named it) in the options panel so people can do as they prefer.
Especially since the option already exists, but for some inexplicable reason is exclusively accessible while starting a game at "custom difficulty" and activating it from there.
P.S. Not entirely related, but I also have no idea why some of the "difficulty enhancements" of the Honor mode are not accessible from the custom panel, too.
