After defeating Ketheric, Halsin is staying by his throne room but after a long rest Halsin should be back at your camp.
When you leave for Act 3 and you are shown a cutscene of the shadowlands being cured and you still don't see Halsin in your camp at start of Act 3, then there would definitely be something wrong for your game.
