Interestingly enough Minsc DOES appear as a high STR build in the game up to the point where you recruit it (try to inspect him as a NPC).
It's just when he joins the party that stats get reset to the default distribution for rangers.
Personally, while I never used him too much, I regularly respec him as a barbarian dual class because frankly speaking while it's not strictly his canonical class it's the most lore-friendly way to make him match his older self in BG2.
