Yes, Halsin can get buggy if you have both him and Minthara. He can disappear or get stuck at various points.
Since it's on honor mode you probably can't do anything to fix it.
If you want to be sure to get Halsin as a companion and lift the Shadowcurse I wouldn't do the knockout and recruit Minthara in honor mode.
