We rescued Zanner Toobin and having already been in the sub, could assure him that his daughter was safe and well. However, although he came with us, he didn't divulge any information at all on how to disable the Steel Watch with the console. Speaking to him just made him repeat the speech about going to the lower levels. Therefore, the only way to resolve the quest was to hide and pickpocket Toobin's journal from him, then search the records and find the book with the other key piece of info.
