I met Tara on the roof of the Temple, then I found her on the roof of the Devil's Fee, then on the roof of the Highberry's Home. Then I got the book, and triggered Elminster's visit. Tara had comments on him visiting, then new comments after meeting Mystra. She was at the outdoor, Lower City camp. Not sure exactly what triggered her appearing at camp again.
Also, I love that Tara accepts fish as payment for magical items.
