So how do we download mods in game mod manager? Do we need the toolkit? And do we have to start a new game or will they work in present game?

Well certainly don't try clicking on page 10.....it takes you back to page 1. Seriously, this thing is so crappy pages 10-next to last page are inaccessible.

step 1 - install the patch 7
step 2- restart your Windows system
step 3 open the game and select the mod manager... pick something that looks nice, select that and press install then start a new game

if you change your mind then uninstall that mod + any extra mods that got added to make it work then yes start a new game each time you change mods

Well that didn't answer my question but I figured it out. Have you tried going to the Larian site from the patch 7 link and browsing them there?
