I do not know what did it: downloading patch 7 or downloading the toolkit (or both).
both... the Gog install includes the mod tool i.e, its part of the 120g 'patch' and should not also be installed as a mod tool
while it is nice of Gog to allow people to grab it as its own download they really should have included better notes
i would ignore it for now because uninstalling one of of them could upset your system however if it starts to actually block your game then
step 1 - uninstall the stand alone copy of mod manager i.e, the one that was not included in the patch 7
step 2 - restart windows
step 3 open Gog Galaxy select bg3 and verify/ repair
step 4 restart windows and test if the mismatch is now sorted
