Totally agree. He needs agency and a bit more meat to the story. I mean he has by far the least content and didn't get any polish to his quest and story in all patches , despite people having asked for it. Other companions are down to counting kisses, poor Wyll can't even make his own decisions. Not to mention, the lack of reactivity.
