The [Luminous Armour] and [Luminous Gloves] (which should be applying Radiant Orbs to enemies when dealing Radiant damage) do not work with Cleric's innate passives that deal said damage;
Destroy Undead - When you successfully turn an Undead creature, it also takes 4d6 Radiant damage.
Divine Strike: Radiant - Strike a foe with your weapon as it becomes wreathed in gleaming radiance, dealing additional 1d8 Radiant damage.
*As can be seen the armor does not apply any radiant orbs above enemy heads with Cleric's innate passives, but works perfectly fine with spells and even passives from other equipment such as [Holy Lance Helm] (creatures who miss their attack rolls against the wearer must succeed a DC or take 1d4 Radiant damage)*
Oh no, not my beloved Radiant Orb Cleric. I hope this gets fixed soon, it was always a pleasure for example, doing the fight at the portal in Halsin's quest with this build.
