I don't think it's bugged per se, more unfinished in that it wasn't properly adapted for player characters that aren't tall. For tall characters the kiss looks very nice and has a good angle. Also I do like the pensive expression both characters have when separating after the kiss, to me it feels fitting for the spawn route (before and after the ritual) and I'd hate to see it go.
