In my multiplayer campaign I had my fiance romancing Shadowheart and he encountered the same bug. We couldn't get the romance scene to trigger at all but he'd get the morning after conversation so the game registered it as happening.
I'm not exactly sure what triggers the bug to occur but hopefully it gets addressed in future patches.
