The tiefling prisoners were bugged for a few patches now. Safest way to get them to leave correctly is by giving Wulbren his tools, after killing every enemy in the prison tract. Wulbren will free them and they go directly to the boat. Every time,I tried to do it differently, I failed and they got stucked.
