You might have a bug then. For me, Shadowheart did chat with Scratch in act 1 when he came close to her while doing his normal rounds through the camp. So it happened more or less frequently depending on the campsite, but it wasn't constant. It felt like a natural reaction to your pet coming over to say hello.
