Levels did not matter as much as his resistances and abilities. If you did not have the expansion installed, Sarevok was resistant to magic for example. Compare to BG3 where he is easily disabled by spells.
From what I remember the original was not immune to backstab, so a thief could beat him with the help of potions. Might be wrong about this, though, as it has been a looong time.
