I don't know if this is the same thing I've experienced, but I used to get this bug fairly frequently on xbox, and it turned out to just be visual. Buying or selling anything at all caused vendor gold to appear, and in the expected ranges. So you could safely test if this is the case for you by selling piece of camp clutter.
