Do you get the same results testing without mods?
Yes, although of course the bonuses from ability scores are obviously not so high under normal circumstances.
I used DebugBook to teleport from the nautiloid to the Lower City on a new save to get Withers to camp instantly. I then used Cheaters Spell Scroll to achieve level 12 instantly, manipulate ability scores, and give Lae'zel a bow. No mods except DebugBook and Cheaters Spell Scroll enabled.
Mods are not causing this weirdness.
