1) The tooltip says clearly "you take the same amount of damage" ... applying mitigations and modifiers would mean X =/= Y ... it is that simple.
2) The PH Page 197 also states "Multiple instances of resistance or vulnerability that affect the same damage type count as only one instance." >> By applying second resistance, you would broke this rule.
