Yeah, it is annoying. I think it's a limitation of the engine, because from what I've heard the DoS games don't have much verticality to them at all. I think there are some camera mods available that let you move more freely, but they're probably PC only. This suggests the graphical engine is capable, but the gameplay controls were never implemented. I haven't tried one because I'm playing in first person view now, so my camera is locked in place except during combat. Speaking of graphics providing what the gameplay doesn't, did you know that about 80% of interiors have complete, proper ceilings? Some of them actually pretty detailed, and yet you're never supposed to be able to see them.
On PS5 the default camera is behind the back, so ceilings are visible from a distance, although the game still doesn't allow us to look upward, only ahead. It's a really annoying restriction too, because there are many beautiful vistas that you can't really frame properly on the screen, you can only see the horizon at the top of the screen.
