Halsin is dying once the final worgs are killed. In your game, the bear doesn't transform. In my game, Halsin transformed, then just stood there for a few playthru's. Then I had him kill the worgs, and he transformed and dropped. If you mouse-hover over him, the steal icon appears, and it shows him as dead in the HUD up top. Took a few tried before I realised that. Can't be resurrected (brought his body back to Withers, but no option appears). Lore-breaking bug ...
