One does not necessarily exclude the other. Some thoughts:

Rejecting Bhaal or rebelling against him and become a follower again later. Why should this not be possible temporarily? You can change your faith or worship several gods. Derived from this, you can always turn back to one god. Sarevok also became a champion of Bhaal again, even though he was only an ordinary human after losing his divine spark. How else could he still be alive so many decades after BG I?

Durge can't kill everyone, but he can certainly inflict great losses. This reminds on Bodhi's Hunt under the Spellhold when the HC (Abdel Adrian?) turned into the Slayer and attacked his companions during the night's rest. And the companions back then weren't exactly super strong or had special resistance powers. However, this scenario is nothing new. Just same s**t but different a*****e.

Why should Durge become a mindless monster? That didn't even happen with Sarevok and he had even lost a divine spark of Bhaal after his defeat in BG I.

During the Time of Troubles, the gods were cast out to the material plane. They still had divine power, but only to a limited extent. If Bhaal is banished by Withers, Durge could suffer the same fate as the Waukeenar, after Waukeen was additionally imprisoned by the Demon Lord Graz'zt and Liira had to help out the Waukeenar with clerical powers. There is another example. The Shadovari were also banned and could no longer support Shar. But yes.
