I had the usual 3 hotbars as sub-panels on the UI. You can drag them larger or smaller, so far so good.

I dragged one all the way to the right, and it disappeared. Well, ok, that's interesting. But I cannot figure out how to make it reappear.

I can get access to it by using the tabs at the bottom, e.g. All, Common, (class), Items, etc. But I want to go back to multiple showing at the same time.

There is no intuitive way to do this I can find. In fact, I can find no way to do it at all. Google-fu fails, though one suggests saving, quitting, and restarting the game. This does not work.

There is no little draggy or button anywhere on the UI that I can find, nor can I find it under options.

First of all, you need to be on the "All" tab. That's the only one that will show multiple bars, every other one will ONLY ever show that single bar.

Secondly, if you simply moved the bar slider all the way to the right... Then it should still be there on the far right of the "All" bar, ready to slide back to the left.

If that bar slider has actually disappeared, then that would be a bug and you should make a report.

I noticed a one-pixel shift in the width of the UI there, when I switched back and forth between All and Common, which otherwise were identical. I moved my mouse over near where the extra pixel seemed to be added, and saw the mouse cursor change briefly.

By moving excruciatingly slowly, I managed to stop the mouse on that less-than-hairline trigger spot, and lo! I could drag to the left, and this turned out to be the missing divider.

Hello, UI writers. Make that bar not be one invisible pixel column, but rather about the 5 pixels of the red draggable bar that got me in trouble in the first place.

That restores the Sorcery tab to All, so that's two on All: Common and Sorcery. However, Items is still missing from All, and no amount of slow, careful mouse movement detects any other 99% obscured drag bar, even though the one pixel shift remains. Not on the right, not on the left, and not anywhere on the newly-exposed red separator drag bar between Common and Sorcery.

Normally it is. Something has bugged out in your client that this bar was able to be shifted to somewhere it shouldn't be able to.

When I try to shift that draggable bar as far to the side I can, it remains bound to the UI element and will at best just sit at the end of the action bar. Meaning it is always visible and so I can always just drag in back across whenever I need/want to.

As such, it seems prudent to make a bug report so they can look into it (That is, if this isn't due to any UI altering mods)

its not a bug... this is your gpu mismatching the actual screen i.e, its your system display

Updating graphics driver now, NVIDIA. Installed was January, latest is May. We shall see.

Why is a graphics driver 670MB? Does it come with loads of game graphics to compensate for buggy software?

Because it houses like 2 decades of old API's to work with many older games that still exist. As well as plenty of game specific software needed to make individual games function due to their terrible development.
