It's worth noting that Counterspell's level checks against what a spell has been UPCASTED to, not the base level of a spell.

If someone casts a Fireball (3rd level spell) upcast to be a 5th level spell, then Counterspell will need to be 5th level to counter it (Thus, will require either a 5th/6th level spell slot or a Spellcasting Check to succeed)

So make sure to check the details of the spell to know if it is being upcasted (I.e. Check the number of damage dice it has. If a Blight cast has more than 8 damage dice then it has been upcast). Of course, for control spells it's impossible to tell if it has been upcast or not as there are no scaling dice values...
