I'n my latest PT, two ACT 1 quests are blocked, because I can't talk to Zevlor : Save Halsin and Save the Refugees. Despite the fact I'm on a path I did several times already without problems. The only difference now, is that I'm running a Gale origin PC instead of a custom Tav.

Synopsis :
I went to the goblin camp, rescued Halsin from the worg pens and told him to stay there and let me handle the goblin bosses.
Then I talked to Minthara, revealed the grove location and agreed to open the gate when her army arrives.
Did a long rest and waited for Minthara's army, whom I betrayed.
Defeated the goblins and knocked Minthara out.

So far, everything is the same as my previous PT's.

Normally, after the battle Halsin would enter the grove, and I 'd have a word with Zevlor.

Now, no Halsin comes in. All the Tieflings stand at the ready to leave. Everyone thanks me for saving them. But when I want to talk to Zevlor, he can only respond with "later" or "not now".
On the map, the marker for the 2 quests remains visible, with the instruction to "talk to Zevlor" for both, but Zevlor doesn't want to talk to me.

I went back to the goblin camp. Defeated Gut and Razglin, but nowhere was Halsin to be found . Not alive nor dead.
Went back to the grove, all the Tieflings are still waiting to embark, but Zevlor still doesn't want to talk.

I go to the inner grove. The ritual has ended. Karga says Halsin ended the ritual. Rath thanks me for saving the grove, but wonders where Halsin might be. Nettie thanks me also but doesn't mention Halsin.

Doing a long rest. A normal one, not the Tiefling feast. When I return, tieflings are still waiting at the exit. Dammon, in his forge, thanks me also for the victory. Zevlor still refusing to talk and the quest marker staying active.

End of synopsis.

So , now I don't feel very motivated to continue this PT. If the tieflings, including Dammon, don't move out. And if Halsin is not there, Act 2 will be like a Durge act with all the disadvantages and none of the advantages of the Durge.

I can't say what caused this. I have mods, but have run this scenario successfully with the same mods. The only difference, as said before, is using the Gale origin.

A bit more info that may hopefully help others who come upon the same situation.

I went back to a save before the battle of the grove and basically repeated the smae combat. Knock out Minthara and kill all the goblins. I started to loot the corpses when the action was interrupted by Zevlor's victory speech.

It then occurred to me that the victory speech did not trigger the prevous time, and I assume this is what blocks the termination of the quests.

Perhaps I started to loot too quickly. (I always have a bit of lag when the scene changes ) and screwed up a sequence to trigger that speech. So anyway, it looks like it may be caused by some kind of slowness of my system, but certainly not by the use of Gale as my Tav.

I took an odd path through that last PT, and didn't get his speech IIRC.

I was trying to get the Helldusk armor early, and save the Tieflings.

The roundabout method to do this is:

Go watch a YouTube video.

Trigger Raphael to appear in camp, etc. But this requires entering the Mountain Pass and other stuff, which closes off some Act I quests, including all the Tieflings left the grove and got slaughtered by the goblins.

But if you save the tieflings the official way, they have their party, and Raphael doesn't appear. One or the other, but not both.

But if you get Karlach, don't kill the paladins, and wander away, she panics you're not getting them. Do not talk to her, instead go into the mountain pass, and the Raphael thing will start, get the Helldusk armor. But Karlach wants to know if you're ever gonna get your lazy butt back to the Paladins, say sure, let's go, boom, the Act 1 quests are still open.

Go back, kill the goblin leaders, you're golden. Helldusk armor and Tieflings saved.


Anyhoo, I had killed the paladins before even talking to Karlach across the log. Now what? I was way too far along to roll back.

I went and saved the tieflings the hard way and went back to the grove. The tieflings were gone, but apparently saved, no speech, no party at camp (thank god), and ultimately they had gotten back in trouble at Last Light Inn, right on schedule. The only downside is it delays HDA a bit so you can't leverage it for gobby clobbering.
