This is actually explained in part of Wyll's initial camp dialogue.
Where he talks about how he used to be a lot more powerful but that having the tadpole implanted has severely weakened him.
With this being overall the reasoning why everyone is level 1 plebs. Being implanted with the tadpole has greatly impacted everyone's abilities.
P.s. Don't count Lae'zel out as being weak before the tadpole, she's participated in several battles - She's fought Beholders and she participated in the infiltration a neogi spelljammer where its entire crew was slaughtered. As you may be aware, Gith don't tolerate weakness. That Lae'zel still lives means she's had to prove her mettle despite being "Young"
Of course, why "Master Halsin" and "Legendary Jahera" are level 6 plebs is anyone's guess...
