I would like to report that after using Withers at camp to respec my Bladesinger, the first time I switch weapons from the one given at level 2 applies a Bladesong Impeded debuff that doesn't seem to go away afterwards.
My High Elf Bladesinger was unable to get rid of the debuff afterwards while equipping a normal scimitar and shortsword, a Githyanki Shortsword, and Phalar Aluve (my latest starting weapon was the longsword, and Phalar Aluve didn't suffice to count as a requirement, nor did the longsword I obtained at level 2 once I had unequipped it for the first time). I do see instances of the debuff being crossed off above the character, but the "Bladesong Impeded" debuff does remain above the character's portrait.
This happened to me when I had reached level 8, and I decided to go to Withers to respec in order to change my level 4 feat from Dual Wielder to +2 INT. Alas, doing so appears to cripple the Bladesinger Wizard out of its primary subclass feature, so, can't go forward with it.

https://www.reddit.com/r/BG3Builds/...have_the_bladesong_impeded_condition_is/https://www.reddit.com/r/BG3/commen...ong,it%20became%20available%20on%20Mac).https://steamcommunity.com/app/1086940/discussions/0/600775936314491553/I've tested the option of killing the character and ressurecting them (as others mention it being a possible solution), but while it appears to get rid of the 'Bladesong Impeded' debuff at first, I noticed the problem return in short order - it was while wielding the Githyanki shortsword and casting of Shadow blade that it resurfaced for me - once Shadow blade was cast and that weapon was in-hand (shoving the githyanki shortsword to offhand) the debuff was back and just as tenacious in not going away.
Prior to the Withers respec, I had no problem doing the same thing (my initial weapon was the Rapier).
