I am curious if there are any mods that offer new content?

On nexus probably,but given the restrictions on Mod.Io the closest you'll really get is Dread Overlord's class specific notes in the side quest menu(not really quests).

Given that we got promised modding this is disappointing.

I hope that in future it will be possible to create new areas etc.

Tbf they did say they were gonna try to improve modding recently,so it could mean they either speed up the approval process or start allowing some quest tinkering in Mod.Io.
