So if you cap your FPS the UI lags. The item descriptions in the inventory and it's really bad in shops. The fix is to uncap fps.
VSync. Double and triple buffering crashes the game from dialog pops up an cut scenes pop up. The fix is to disable double or triple buffering, which disables VSync.

The game was not doing this for me before patch 8

The UI lag is weird, it only occurs in my native resolution (1440p), when i use DLDSR to get my game to 4k or go down to 1080p the UI is fine even when i cap my fps. It didnt happen in patch 7 or even when patch 8 released.
