steam usually doesn't give achievements if you have any mod installed yes, any mod can prevent getting the achievements. but usually you can fix it by finding a mod that fixes achievements when you have mods))
you will get the dice because it's a part of the game but you can miss the achievement on steam because it's the steam who doesn't do achievements with mods by default.
as for that specific achievement make sure you are "using an improwised weapon" and not "throwing" (although i would argue that both ways should count, it just isn't the case)
