If you dispose of the goblin leaders but sort of, kind of forget about Halsin (the sole reason for you being there) he frees himself. At least that happened to me when I got distracted by the Underdark. ^^; I felt the dialogue lightly rubbed it in how much of an unorganised gremlin I had been -or maybe that was just my guilty conscience hearing all the "we haven't met yet" s more loudly.
