There will always be one superior build.
The questions are how easy it is to find and how far ahead it is of other builds.
With Google (and now Google AI), it is extremely easy to find. And as @Aulis says, it then becomes very boring to play the game even the first time, let alone replay the game.
Yeah, but if you actively go searching online for the best build, then it's on you for ruining your own experience.
Generally, it's more of a case of making the optimal build not so obvious in game. So that people can play the game without just clearly seeing or easily stumbling on the best build in the game.
