Yes, it is true, it might be placed more in excess to Honor mode, not in between.
It also might require some tuning to be well balanced - for example amount of "reload penalized experience" might not be fixed - but it could be non linear and adapt to when exactly and how frequent it happens. But, there also might be some more issues with this basic idea.
I will take a look at this "Brutal Difficulty" mod, it sounds interesting, thank you for bringing it up.
