Context -
Sebille equipped with fully functioning Vulture armor set.
During the fight at bloodmoon island against the blackring.
Sebille was hit by the firewhip after her turn and she suddenly lost "vulture's prayer and Wings" skill which are the bonus skill gained from equipping the full vulture set.
What I tried to fix the bug:
1- Unequip and re-equip the entire set.
2- Unequip, restart game, load the save file and equip the set again.
3- Unequip, respec into polymorph, learn spread the wings and equip the entire set.
So far, nothing has worked. I'm planning to read the save file and check if I can find anything.
