You receive this quest after you've entered Stormfist Castle and have met Bronthion talking about a group of dwarves ruining elven burial grounds. Have you entered Stormfist Castle yet? Have you received the series of quests by Zandalor to gather the Council of Seven? Have you met Bronthion? (After you have entered Stormfist Castle and have left, you will see him in the Dark Forest where the elves are.) If you answered no to the previous three questions, you won't see any dwarves in the burial grounds.
