I noticed in <img src="/ubbthreads/images/graemlins/div.gif" alt="" /> that a weapon can have +1 skill points. Now that is nice but you already know that skill, It would also be nice to have skills on a sword that can't be leared by skill points. It motivates you more to find rare items.

That could be good! What skill can an item provide that cannot be leared?
In a sci-fi RPG I was writing (and sort of lost track of), I had a set of skills that could only be received through equipment or cybernetic implants. They were things like tactical readout (calculates quickest way to kill enemies), life support, right up to a computer-augmented brain that could simulate the next 20 seconds for you so you could try things and see if they'd work without getting yourself killed.
