Change of Video Card for test, and test your video card in other computer, try to see if everything ok with your memories and your processor, when this happens you can't turned off the pc, my advice is: try ctrl+alt+del or reset, if don't work you use the power buttom.
Try use other video card on your motherboard. If don't work you can ask again for help.
