I think I am missing something, but my character has Hydrosoph Level 3 but can't learn a single Adept Skill, like Water of Life.

Hello. This has happened to me a few times and what I did was download the "D-OS Save Editor" program and manually edit my attributes. The same happens when I don't distribute the "independent" points and lose Baidotr in the quest against the Immaculate Jaret.

You need to be level 9 to learn Water of Life. If you look at the skillbook descriptions closely some specify a required character level in addition to the required skill level.
