He is in a cave on the slopes of the large goblin village in the southern part of the Fjords. Look at your map, the white area lining most of the southern shore is a huge goblin community, complete with Anti Dragon shielding and a host of Ballista towers. Destroy all the Ballista Towerswith the bluish white energy field around there to drop the shield keeping you from the cave entrance. Also around this area is a flying goblin called Drogan (I think that's his name). Don't know about the other one, sorry.
