Yes, and yes. See the descriptions on Kiya's site or search the forum for the respective topics on these editors. They may let you do things the game can not handle, but reasonable changes should be fine. As part of a test I added a +1000 sight bonus to a ring, which cleared the fog-of-war for most of the wastelands. A +2000 sight bonus crashed the game when trying to load.

Five. That should be described in the manual. See also the Locus Inn - Skill System (individual paths, and a skill table for each class).
