The second time you scry for Goemoe he will be in a house in Verdistis (south of Mpenzak's cart, south east of the city watch building; there should be thugs wandering around close to and inside the house).

After you have successfully scried for the dwarven council member (once 5 others have been recruited), he will be in the dwarven village (south of Ars Magicana), usually near the axe monument (sometimes he wanders into or around the house a little to the south, and one person reported finding him over by the town crier, in the group of dwarves than gather around the first fer times you go through that area).

I talked to Zandalor but old man didnt really helpful. He said that to search for him again without giving any hints. Also I checked the house you mentioned. There was no thugs there and only a locked hatch that i cant get it open even with my lv5 lockpick skill
