Does General Stone drop Stone's Ring even if Jonelath was chosen? I remember in ED, he didn't, which made no sense (the other generals drop their unique item, even if you didn't choose the servant who required the item), but I'm wondering if that's changed in DKS, since they seemed to balance a lot of the servants and their quests much better.

I keep most unique items in my chest, and it's not there (Igor) so... probably not.

Otherwise it was useless without stats, like the item of one person in Aleroth (FoV). Seeing how that wasn't apparently even a quest item, what the hell was it doing stat-less?

Well I'm glad I finally read this. I chose Jonelath (flow flow flow!) and picked up that book about the "ring's origin" and freaking scoured that area looking for a ring... :P
