At creation, wood half-elf, your two assign points into +1 str and +1 con (for 16 max). I just noticed, that they are still only getting the +2 to con. Made a fighter 12 hp...made a barbarian 14hp...something is broken. I do still get +3 to con checks, just not to hp. Hp bonus works with any other con boosting race.
Is this happening to anyone else? Is this just an issue in this current patch?
a fighter with 16 con does have 12hp and a sorcerer would get 8 so I'm not sure what you think is busted
16 con is a +3, ussnorway; that means a level 1 fighter with 16 con should have 13 Hp; max on their d10 hit dice, plus 3. If they are only getting 12, that's a bug.
A fighter doesn't get 10 but the average of a D10, they are not the same thing and this topic has been discussed in depth already
As an aside your title suggests that half elf isn't getting the same result as other races which is not something I can reproduce
A fighter with a Con of +3 DOES get a total of 13 HP at first level; all characters start with the
maximum of their hit dice plus their Con mod. Given your comments about +3 to con checks, it does seem to be a bug in HP specifically.

I can easily reproduce this by making a dwarf fighter, 16 con, he has 13 hp.
