Don't know if this has been reported yet, but I have no voices for Character Creation. I hit the play button and nothing happens.

Weird. I was able to hear the voices. Do you have mods and did you try verifying the files?

I uninstalled and reinstalled. Hmmm.

Sure. I'm trying to reinstall again to see if that fixes it, but I definitely tried again using DirectX instead of Vulcan and still not working.

Nah. Uninstalled and reinstalled again and now it works. So, something weird must have happened during first install. It's working now.
