I just don't get it, why do you loose reputation for making the orc and imp join the counsel, i really really don't.

I guess it's a mistake in the coding of the game. It should be +2 instead of -2.

I think you lose rep. because over all, Orcs and Imps are your enemies. but you are right, it is odd that you lose rep. by gathering the Council of Seven.

Your reputation is how the average human sees you. While some more enlightened individuals may agree that gathering the council is good and necessary, the average person does not know much (if anything) about your motives, and just sees you consorting with the 'enemy'.
